Abstract

The revitalization of madrasah physical facilities through the Fast Best Results Program (PHTC) by the Ministry of Public Works (KemenPU) is currently stagnating due to a "silo mentality" and bureaucratic pathology in the management of State Assets (BMN). The background of this study is rooted in overlapping horizontal authority and upstream data fragmentation between the Ministry of Religious Affairs (Kemenag) EMIS system and KemenPU technical instruments, which is exacerbated by the rigidity of cross-sectoral asset grant procedures, resulting in hundreds of 100% completed madrasah buildings ending up abandoned, locked, and unable to be utilized by students in the regions. This policy study aims to analyze the root causes of this governance impasse while formulating an agile and integrative regulatory solution model. Using a qualitative methodology with a descriptive-analytical approach and the Dunn process evaluation model, policy options are rigorously tested through the Alternative Criteria Matrix. The results show a 42% deviation in building damage data and bureaucratic delays due to rigid formal correspondence methods. In conclusion, the lack of a joint coordination forum upstream and officials' legal fear of grant regulations downstream have sacrificed the learning rights of thousands of students in emergency situations and reduced the quality of Islamic education. Therefore, this study recommends that the Ministry of Religious Affairs immediately initiate a Joint Ministerial Regulation (PBM) / Joint Decree (SKB) on the Fast-Track Utilization of BMN which includes a clause "Immediate Utilization Permit" so that completed buildings can be immediately used legally, supported by the establishment of a National Project Management Office (PMO) at the Coordinating Ministry level to unify data commands transparently and in real time.
