Strategy for Implementing Ecotheological Values in the Work Behavior of Civil Servants to Realize a Green Office Culture

The conventional work patterns of State Civil Apparatus (ASN) that waste resources, such as high paper consumption, energy waste, and the accumulation of single-use plastic waste, trigger state budget inefficiencies amounting to trillions of rupiah annually. The background of this bureaucratic ecological crisis is exacerbated by the gap between the high personal religiosity of civil servants and the low systemic environmental awareness in the office area. This study aims to identify the root causes of the low implementation of ecotheological values and formulate responsive alternative policy strategies to realize a sustainable green office culture. Through a qualitative approach methodology with descriptive-analytical analysis, this study uses the USG (Urgency, Seriousness, Growth) scoring method to determine problem priorities and the Fishbone Diagram to unravel the causal factors. The results show that weak environmental governance is caused by the lack of environmental ethics material in the civil service training curriculum, the absence of green behavior indicators in individual performance assessments, and the absence of exemplary leadership. Therefore, it can be concluded that the current formalistic legal instruments fail to change civil servant behavior because they are partial and lack internalization of religious spiritual values. Based on these findings, the main policy recommendation proposed is to urge the Ministry of Religion to immediately establish the Minister of Religion Regulation (PMA) concerning the Implementation of Ecotheology in the Institutional Governance of the Ministry of Religion as a regulatory instrument that integrates ecotheological values into the performance management system of civil servants.
