Abstract

Accelerating digital transformation in Islamic Religious Education (PAI) in the 3T (Underdeveloped, Remote, and Transmigration) regions of South Sulawesi is a strategic step to achieve equal quality education and counter the risk of radicalism in cyberspace. This analysis is motivated by the sharp digital divide resulting from limited basic infrastructure such as internet networks and electricity supply, as well as the low digital pedagogical competency of educators in remote areas. This situation is exacerbated by the absence of specific regulations providing policy affirmation for regions with extreme geographical challenges. The policy methodology used in this paper is a qualitative descriptive analysis with an alternative policy evaluation approach using William N. Dunn's criteria, which include effectiveness, efficiency, adequacy, fairness, responsiveness, and appropriateness. Issue priorities were determined using the *Urgency, Seriousness, and Growth* (USG) method to identify the most crucial root causes. The analysis results indicate that government intervention through regulatory strengthening is key. Proposed policy recommendations include the issuance of a Ministerial Decree on minimum standards for madrasah digital infrastructure in the 3T (Underdeveloped, Transmigration) regions, flexibility in the use of operational assistance funds for alternative connectivity solutions, and the development of a digital content repository platform based on local wisdom. The implementation of this affirmative regulation is expected to reduce disparities in access, systematically improve teachers' digital skills, and ensure the sustainability of inclusive and adaptive learning processes in all corners of South Sulawesi. This step lays a crucial foundation for strengthening the morality of the younger generation through moderate and professionally curated religious content.
